Keystone pipeline--What's the deal?

In an effort to gain more information about why the pipeline was delayed the Assistant Secretary of State testified. Many other federal agencies had already approved the proposal including the EPA. The application was submitted in 2008. Many members of the committee were obviously frustrated by the bearacracy.
